Job Description

Candidate will be responsible for managing and overseeing US interaction with Japanese military officials while permanently located overseas.
 The following are requirements of the position: 出向候補者は、海外に常駐する間、日本の防衛相(内局)関係者と米国とのやりとりを管理、監督する責任を負う。職務要件は次のとおり。
 1. Provide principle management expertise and guidance in support of various Foreign Military Sales (FMS) programs. 様々な米国有償援助調達(FMS)プログラムを支援して、基本的な管理に関する専門知識とガイダンスを提供する。
 2. Assist in comparing program direction and guidance in program management directives, plans, and other program documents with current in-place contracts, and identify discrepancies and recommend actions プログラム管理指令、計画、及びその他プログラム文書のプログラム指針とガイダンスを現在実施されている契約と比較する支援を行い、相違点を特定し、対策を推奨する。
3. Assist in the preparation, review, and integration of selected milestone/roadmap review documentation, periodic reports, and certifications as identified in DOD or other Weapon System Program Directives DODまたはその他の武器システムプログラム指令で規定されている選択されたマイルストーン/ロードマップレビュー文書、定期報告書及び認定書の作成、レビュー及び統合の支援を行う。
4. Assist in identifying and mitigating risks to the programs and projects being supported サポートされているプログラムやプロジェクトに対するリスクの特定および軽減する支援をおこなう。 
5. Assist in reviewing contractor deliverable status together with milestone schedules, status reports, and cost performance reports. Determine accuracy of information/situation depicted, and report inconsistencies マイルストーンスケジュール、ステータスレポート、およびコスト・パフォーマンスレポートと共に、請負業者の成果物の状況の見直しを支援する。示された情報/状況の正確さを判断し、不一致を報告する。

9. Assist in conducting broad-based analysis of programs and projects to support organizational planning. Make recommendations for improvement and efficiency 組織計画を支援するプログラムおよびプロジェクトの広範な分析を支援する。改善と効率化のための勧告を行う。
10. Assist in clarifying questions and issues between the USN and foreign customer. USNと外国の顧客との間の質問と問題の明確化を支援する。

Job Requirements
• Candidate must be able to take direction and perform independently.
• Candidate must have a working knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Project, Access, Outlook), as well as excellent interpersonal skills needed to interact with customers and team members.
• Strong project management and task lead skills
• Strong Japanese language ability, including the ability to translate and provide interpretation
• Must be familiar with DSCA, ITAR, and SAMM policy and recent changes.
• Exceptional analytical and problem solving skills.
• Strict attention to detail.
• Strong client communication skills
• Strong familiarity and work within Microsoft Office Suite (Excel, Word, PowerPoint, Project, Access, Outlook).
• Active US DoD Secret Clearance required.
• 5 years of professional experience is required.
• Bachelor’s Degree (Master preferred) and 4 - 8 years of work related experience or a combination of both.
